Summary
NYC consists of 5 boroughs with over 8 million people. NYC has no parking minimums in most of Manhattan, and reduced requirements (with no requirement for certain types of housing) in several other dense neighborhoods around the city. In the Manhattan Core (Community Districts 1-8), no off-street parking is required. The maximum amount of off-street parking allowable is determined by the proposed use and Community District. On September 21, 2023, Mayor Adams proposed removing minimum parking requirements for housing citywide. In order for the change to take effect, it will have to pass the Uniform Land Use Review Procedure and would not become law until at least fall 2024.
