Parking minimum removal
Within the Downtown Business Overlay District and Downtown Core Overlay District, the first 10,000 square feet of a nonresidential use is exempt from parking mandates. Retail and restaurant uses within 500 feet of a public parking lot are exempt from parking mandates. Prior to August 21, 2024 when the district was consolidated into the Downtown Business Overlay, the first 400 feet of certain commercial uses were exempt from parking mandates within the Professional Office and Specialty Restaurant Conservation Overlay District. Additionally, the Downtown Business Overlay District had no parking mandates for any buildings under 20,000 square feet prior to the change.

Parking minimum reduction
Within the TOD Transit Oriented Design Overlay District, parking requirements are reduced by 10% and on-street parking may be counted towards the minimums. A fee in lieu of required parking may be provided for non-exempted uses in the Downtown Core Overlay District and Downtown Business Overlay District.
