Ithaca New York does not require any parking for the Central Business District downtown, the West End, Cherry Street District, Newman District, Market District or Mixed Use Districts. On July 5, 2023, the city removed parking requirements for the B-1a, B-4, B-5, and MU-2 zoning districts, which encompass parts of downtown and collegetown.

As of June 2025, the city is proposing removing parking mandates in the new Urban Mixed Use (MU), Medium-Density Mixed Use (MD-MU), and Residential Transition (RT) districts. These districts are being newly created as part of the Southside Form-Based Code.
