Parking minimum removal
Parking minimums are waived for accessory dwelling units, daycares, hospitals, and parks citywide. Small residential uses, income-restricted affordable housing, and a limited number of dwelling units qualify for exemptions in various districts. For nonresidential uses, small uses are exempt as well as uses in the Downtown (DT), Downtown West (DW), Henderson Center (HC), and Hinge Industrial (HN) Districts, in the Neighborhood Market (NMO) Overlay Zone, or uses within the Parking Assessment District.

Parking minimum reduction
A change of use is exempt from minimum parking requirements. Parking minimums may be reduced through frequent transit, the provision of bus passes for residents, bicycle facility proximity, carpool spaces, EV chargers, bike parking, motorcycle parking or in-lieu fees.
