Parking minimum removal
Cincinnati uses a tool known as an Urban Parking Overlay, which is a zoning overlay that removes parking minimums completely within its boundary. Cincinnati implemented and Urban Parking Overlay-- completely removing parking requirements-- in four neighborhoods: Central Business District, Over the Rhine, Pendleton (all of which are considered the "urban core") as well we parts of the Camp Washington neighborhood. The Connected Communities plan, passed June 5, 2024, eliminates parking minimums for small commercial and residential uses in Neighborhood Business Districts, and uses along transit corridors.
